The Luxemburg finance supervisory office (CSSF) is a prospering authority with continuously varying space requirement. The planned office building replaces the current building of CSSF on Route d’Arlon. The new seat of the bank supervisory office comprises a GFA of approx. 14,500 m² (above ground) and provides office space for 650 workplaces, a canteen, a gym, a library and a conference area. The basement will host storage room and parking spaces. The surrounding of the future domicile is characterized by the very busy Route d’Arlon, large solitary structures alternating with residential blocks and the view of the topographically varying landscape. The shape of the building evolves directly from the contour of the plot and defines clear streetwalls towards Route d’Arlon and Rue des Aubépines. The canteen and conference area open up into a high-quality large inner courtyard that is cut out of the volume and opens up to the south. The flexibly configurable office spaces on upper floors encompass the central courtyard in a circular manner. The homogeneous, vertically structured façade of light stone slats makes the building appear closed when viewed from an angle and contrasts the glazed and welcoming foyer, which is set back with its facade at the entrance situation. Transparency and discretion interact. The technical concept of the building pursues the goal of high performance with maximum room comfort while simultaneously minimizing the energy required and energy losses. This sustainable building founds on smart usage and control of daylight, concrete core cooling and efficient heat recovery.
